An Old Redfield 3X-9X

I am new to a 1975 rifle and scope. For this 3X-9X Redfield scope (See image) I am assuming that the units represented are MOA. The scale runs from 0 to 60 with marked intervals of 10, 20, 30, 40, 50, etc. There are 10 divisions between each marked 10, 20 marked division. I am assuming that if I want to zero from where I am on this 200 yard target (See image), I move 4 clicks to move the bullet impact two inches at 200 yards? Am I depicting the 4 clicks (See image) correctly?


I seem to have posted this in the wrong Forum/thread, but now I don't know how to move it to a more appropriate place.
