I think you missed the point. BCG's can be shipped to your home, in any state of the Union. The lowers must go through a 01FFL and require back ground check.
BCG's are not that hard to find if you are welling to be scalped. Several manufacturers are letting BCG's trickle out at a slow pace and limit of one per customer.
