Its cheap enough you could shorten the LOP to suit her easily with the wooden stock.

I've got a Mossberg 702 Plinskter which is a mag fed semi auto but you can load up the mag with only 2 rounds if that's all you want her to have. It is pretty small IMO but is not marketed as a "youth" rifle.
