The answer is the same, in both cases, for movie props, they want the appearance of an actual loaded round.

I find this to be an ...interesting.. contradiction to statements at the time, from the deputies who arrived on the scene. It was reported that when they got there, the gun that had fired was unloaded (empty) and that the ammunition was in a box that contained dummies, blanks, and some live ammo.

I'm sure there will be more ..interesting.. things to come.
