I'm not familiar with the laws in the Socialist States of this one time free country. Are you allowed to but Curio and Relic firearms from out of state distributors, and have them shipped to you? Actually the major reason for the C&R license in the first place.
If you can you need to contact AIM, Southern Ohio Guns, Centerfire Systems, and others with a signed copy of your 03 FFL.
