It could very well be a "tight" sizing die. I get a bulge on all my 40 S&W cases. I have a special "undersized" (made by LEE) sizing die that I use to load my 40 S&W. I use this die to get the bulge out of "Glocked" brass.(Cases fired in Glocks are notorious for a hugh bulge in front of the case rim. The undersize die takes care of the Glock bulge)
I would not worry about your "bulge" as long as the finished cartridge drops in and out of a standard case gage. BTW, EGW makes a slick case gage that gages 4 different cases; 9mm, 38 Super, 40 S&W and 45 ACP.
