Open:states is not a particularly good reference for CA bills.
Try http://leginfo.legislature.ca.gov/fa...chClient.xhtml, giving, for example,

And the source article referenced says 'yesterday'; I don't know why they wrote it that way. Skinner's AB 48 was introduced December 20, 2012.
