Quality sights are mportant, certainly. If you can't see the target well, you can't hit it too well either.
About scopes - depending on what competitions you decide to devote yourself to - you may not need a scope other than for spotting. There are a number of long distance competitions shot with iron (aperture) sights (Service Rifle/High Power in general, for example). You may not save too much money, though; the best sights - iron or glass - are pricey.
