I always considered someone a good shot if he can hit a 9" paperplate at 25 yards every shot of ten shots with an open sighted handgun, rifle would require the same at 100 yards. That would be off-hand, of course.
It is surprising how few people can do that on demand. For a serious target shooter 95% brings him into the top class and he usually has trophies gathering dust at home.
