Not much to go on, I'm guessing it is a break top (barrel tilts down for loading/unloading) with external hammer. The s/n falls within the range for the .38 Double Action 4th Model which was made 1895 - 1909. Cartridge is .38 S&W which is slightly larger in diameter but shorter than the .38 Special. Done enough guessing already so I won't make a guess as to value.
