As a youth in western PA, I recall my hunting safety class instructor & a few of my relatives saying you could only carry 3 rounds while hunting in PA. I don't remember them saying anything about rifles/shotguns/handguns.
I also know all to well about the PGC shooting range rules.

My good friend & co-worker and I were busted by a crooked wildlife officer over the range SOPs. We both pled; NOT GUILTY & were later vindicated by a district justice. We proved our case & pointed out the sworn game officer's errors.

PS: The same PGC wildlife officer later became; "Officer of the Year".
