Yep, thats W231. I believe they start as balls and then are crushed flat. All of the rifle powders I have used that are "ball" were actually ball, but not in the case of pistol powders. I suspect it is done to alter the burn rate on the powder. A large surface area flake should burn faster than a ball or sphere.
