I don't find a Model 28 in my cross reference, but I have a model 29 which is a High Standard. The Models 30 and 31 I believe are also High Standard. They usually kept guns from the same manufacturer grouped pretty close number-wise. Your's may be a HS or could be the transition point from another maker. Put up some pics and we'll tell you.

Things to look for in HS guns of that range:

-Semi auto
-Magazine tube
-Aluminum reciever
-Vent on bottom of action
-Two piece stock w/flat forend

Just a couple things to look for to see if it's a HS.
