For people that shoot jacketed and cast bullets, it is a quick way to differentiate that you are shooting a cast boolit. Bullets wear jackets.
They frown on the terms use here at TFL and probably rightly so because it's use could contribute to the slack jawed yokel sterotype.
I think it's hilarious term and boolit is good shorthand for cast bullet, but when in Rome...
