Most bullets I load, I have done so without published data. The 148g DEWC is an excellent example - I have never ever seen any published data on this bullet design; yet, I load more of them than any other. And they're common - you can buy them everywhere - yet, no published data. Not that I've looked that hard because they were easy enough to common sense my way to good recipes.
You just have to use as reference points, similar bullets/weights (as mentioned above). Start low, and expect lots of trial and error.
