These two statements do not "jive" together. It is not a crime [in Tennessee] to carry a concealed handgun
unless you do not have a permit, just as it is not a crime [in Tennessee] to operate a motor vehicle on public roads
unless you do not have a permit.

I do not see a distinction between the two and, in fact, there is none.
