Please do not take this as proven load, but I am of the opinion that HP38 in the 3.5-4 range would work for you. VV N320 is also a good choice for heavy and slow loads in 9mm. If you have a chrono and start low while watching out for stuck bullets I think you can find a good load with one of these powders

I use 3.3-3.4gr N320 with my cast 147gr flatpoint bullets (1.160") and they run about 900fps. Very nice, easy recoil- like a baby .45 cal. All push.
