I've seen .22lr wounded in the ER's....also seen 9mm, .45ACP, and other handgun calibers, too. All of them stopped what they were doing prior to being shot....and most of them lived. Handguns of any caliber make poor single-shot stoppers....but pretty much all of them dissuade with multiple shots.

The .22lr might not be the most effective....but that doesn't mean that it's ineffective....
