No, you don't need a press. You do need some tools, but you don't need a press. The press makes it easier, and faster and I use them, but there are systems that use hand tools and have been around about as long as BP cartridges. The Ideal (Lyman) 310 tong tool was used, worked and was popular in the old west. And was easy to pack and use in the field.

The Lee Loader system is much newer, and needs a hammer, and a solid surface. Neither is as good at sizing as a press, but they are MUCH more portable, And, when you are miles from anywhere, and everything you have is packed on your horse, portability matters.
