Powder has a VMD (Volume Metered Density) which can actually change lot to lot at manufacture. Most powder dispensers are volume metering type devices and they all work on the same principal of measurement. Nobody will sell a charge bar or similar device less the fine small print you see quoted above. If I want accurate and repeatable charges I will weigh a few initial powder throws and use a high quality powder throw like a Harrell.
