It'll come out. Remove completely the measuring cylinder bushing and lock screw, then pull the adjusting screw out as far as it will go, and turn the drum so the screw is pointing downward. Then you can push the screw up and out through the powder hopper itself. It helps to remove the powder measure from the stand in order to do this.
