If you look at the antique pistol paper cartridges, you will note that they have a long tail that is folded up along side the cartridge. I assume that the intent was that you'd rip of the end of the cartridge and toss it before dumping the powder in the chamber, thus eliminating any excess paper and ensuring prompt ignition.
