Production date would be 1970 - the range used that year was 1K1 to 1K39500 (along with K and 2K prefixes). No idea on the stampings - sounds like something that must have been added after it left the factory. S&W has done many custom stampings of various models for a number of law enforcement agencies, but the ones that I'm aware of are always the name of the agency or its initials, not symbols.

Based on the description and serial number, you have a .32 Hand Ejector Model of 1903 - 5th Change. The manufacturing dates were from 1910 to 1917, with a corresponding serial number range of 102501 to 263000. The finish would be nickel, not chrome.
