How low do you want to go?
You can safely use small charges of fast pistol powders like Unique or Bullseye to create drastically reduced rifle loads.
I recently formed some cases in my 7mm-08 using 9.0gr of Unique and Hornady 100gr HPs. It produced 1420fps in a 15" barrel.
