I don't think any choice or action is simple when someone's safety hangs in the balance. My belief is that all decisions on this topic are visceral. It's not like pondering whether to have the scrambled eggs or the pancakes.

As for an investigation by the police or the DA, they will always get involved when a felony, an attack injury or death is involved.
