If you are refering to the Model 17 or Model 14 Enfield their actions are totally unsuited for the 7.62X39 cartridge! Even the 45-70 and a detatchable magazine - I just don't see the possibility!
A-Square used those actions (the P17) to build rifles up to and including the 577 Tyranosaur!. Doc and I built a 495A-Square on one.
I think you should go back to the "drawing board" and select another action like a Sako AII action or a mini mauser!
Ruger already makes exactly what yu want in the Mini-Thirty! It, of course is already in 7.62X39. Velocity out of that round operating at 50,000 CUP get at most 2500 FPS! By using the Enfiels 17 or 14 action you couldn't go hardly above the 50,000CUP limit!
Not to irritate you, but I'd make another choice - it will cost you a fortune! And, if you're refering to the SMLE no.4 action I think the conversion would still cost a fortune if even possible.
