Increase levels of testosterone cause the blood vessels in their necks to swell making their necks large.

Animals that are seasonal breeders quite frequently have strange physiological changes that occur because weather and other environmental factors trigger hormonal changes. Millenia of evolving brough them about, and there is a purpose to it.

Bucks may develop swollen necks because it attracts the chicks, or because it intimidates their opponents. Big antlers do both. It may have evolved because engorged muscles helped deer survive, and that trait was passed down.

Have no doubt. At some time in the past, it almost certainly was beneficial to a small number of bucks, and selective breeding programmed it indelibly into the genes of modern deer.

not because of fighting or rubbing, primary cause is the testerone rising like stated before by someone.

Grow 20+ lbs of bone on top of your head.
Carry it around for much of the year.
Use trees to rub the velvet off, over the course of 3 to 6 weeks.
Defend your manhood, with your bony head.
Spend nearly a month scraping and digging with your bony head, to mark yourself and your territory.

Tell the chicks that you don't work out, you just have a high testosterone level. ;)

Maybe that's why my neck swells from time to time... :D

Oh wait. I guess it's from the steroids I have to take. :o
