Is it a Nambu Holster?

I dont know but where the magazine wore on the leather doesn't have a circle wear mark like a nambu would have. It seem like a box shaped magazine

Looks like a police holster, judging from the design it could be Czech, East German, Romanian, Hungarian, etc., possibly for a PSM pistol, very common police pistol in Warsaw Pact nations.

The characteristics of that holster are very consistent with European holsters of the early part of the 20th Century.
The full flap, flap closure, magazine pouch and natural brown finish are very typical. Probably for a .32 ACP (7.65 Browning) semi-automatic of a number of countries of origin.
One presumes the pistol was not the bearer's first line of defense.
