Just got this new rig for IDPA and just have to show it off.
It is a Penner Speed Scabbard with sharkskin trim and matching mag pouches and belt. The quality is incredible, if your looking for some new gunleather check them out. www.pennercustomleather.com

I had a rig from Josh Bulman that looked quite a bit like that. Is it kydex lined?

Nope, all leather, and the drop is adjustable.

That's nice. Similar in appearance to what Galco used to call the "Gunsite", and is now, I think, called "Instructor"?
Is the adjustability via some sort of sliding arrangement, selectable holes, or what? Does the adjustability add any bulk?

Selectable holes on the belt piece. There is also a small metal strip sewn in the belt piece so when the holster is dropped it can also have an offset. No extra bulk to make it adjustable.

Very nice looking! Maybe I'll work myself up something of that quality as I get deeper into IDPA :)

Wow...that is one beautiful belt, holster and mag pouches! The thickness of the leather appears to be substantial.
