As a civilian can I purchase a AR tat is marked for Law enforcment Only? Probably a stupid question, but I searced first but could not find an answer here.

The "Law Enforcement Only" stamp found on Assault Weapon Ban era guns and magazines no longer has ANY meaning.

With the sunsetting of the infamous assault weapons ban, it's completely legal to own these guns, and the stamp is now just a relic of a laws that is no more.

The only guns so marked that are illegal for "civilians" are full-auto, or rifles with barrels less then the legal limit of 16".
So, unless the rifle is a machine gun or has a barrel under 16".....It's legal to own.

Either here or Legal & Political. It depends on the state law of the state you live in? I doubt KY has a law against it, but you oughtta check to be sure. As far as federal law is concerned, owning a rifle so marked is perfectly legal.
