I just picked up a 1967 mod 94 30-30. It’s not in the best of shape. Does re-finishing this fire arm hurt the value? I would think that it would help increase the value…

It probably won't hurt the value, but you should know that the post-64 Win 94s are almost impossible to reblue. The receivers are made out of an alloy that does not take blue. Some can be plated, but they never look as good as they did coming from the factory.

As Scorch posted, no problem as long as you can live with a plum purple receiver. It takes special work to blue a 94. Winchester used a very thin steel coating to blue them at the factory.
