I'm wondering if my SIG 220 (factory) is ok for IPSC competition?

The 220 is listed on the Production Division list on the IPSC webpage as an approved pistol.

And it is on the USPSA Production list too, which is what I bet he is really shooting in New Jersey. You gotta watch that, USPSA does NOT go by IPSC rules in all cases.

Actually, I've left the People's Republik of New Jersey and an now living in Western North Carolina.

That's OK, I think the Old South belongs to USPSA, too. Or is there a CSPSA I haven't heard of?

A fine choice for Production division, as stated above. I would replace the factory sights with adjustable Bo-Mars, but that's only me.
