There's a smilely limit? How draconian! I also must protest the madatory 60-second 'cooling off period'. ;)

The 60-second "cooling off" period is a good policy.
Prevents "flood" attacks.

Really though I think this is a good thing. This also includes photographs that people could put in there post, to cut down on bandwidth. Right?

It simply has to do with the "character" and "culture" of the board. Too many smilies, avatars and post icons turn it into Romper Room for Adults.
The English Language survived countless years without any of the above. However, it allowed for all of the emoticons we now seem to find "necessary" on the Web.

I'm going to make up little flash cards with the smilies on them and keep them in my pocket for use during face-to-face conversations. I'll make a sarcastic joke and them whip out the ;) so there'll be no confusion!
Ahhh, the miracle of modern technology. Now all we need is a TFL built in spell-checker. <not>

One newbie is posting what looks like the results of my cat walking across the keyboard... most of the "words" he is using are pseudo-words made from numbers.
