Just curious as to which larger countries or groups agree to this. At least a few foreign guys at "Gunboards" are well aware of this.
The website which I somehow found a year ago described British/Euro tax money going to former Warsaw Pact countries to get rid of giant heaps of both surplus AKs etc and the ammo. If the rifles are not econ. to convert, then isn't the ammo valuable as export to the US/Canada etc?

There are eyewitnesses that such funds are going to Nigeria and South Africa (among many other places?) to trash old bolt-action rifles such as Lee-Enfields and Brens.
Do these countries not want to export the bolt- and semi-auto rifles for cash, which can create jobs and go to law-abiding citizens?

When did African and Asian guerrilla leaders/war lords make the decision to arm most, or even a fraction of their warriors with old bolt-actions?
