Questions, varmint style upper

What is the best value in a bull barrel varmint style upper? I would like to be under or around 400 minus bolt and carrier.

Also, what are the pros and cons of 20 vs. 24 in. (for target shooting) and what is a good drop compensated scope?

For about $375 you can get a 24 or 20 inch from JT Distributing. A few more bucks gets you a Wilson air gauged 20 incher. I've got a 20 inch Wilson that shoots really good.

JT is fine. For a varminter an Oly is hard to beat.
