New York State safe act ?

Has law enforcement been exempt ? I went to a gun show today and a guy had 2 AR 15's for sale to law enforcement only. He said law enforcement was exempt 3 days after the law was passed, has anyone else heard this ? I was under the impression they are still not exempt.
