Keep the 9mm, purchase ammo as it comes available, and save your brass. If you know someone who reloads, maybe you can buy dies, brass, bullets, and primers/powder.

For now, just wait it out. The ammo will come back in pallets, and prices will drop. Demand is tapering down.

The long term trend is that 9mm is more plentiful and less expensive than .40S&W. Availability and prices are abnormally high in the near term.

While popular cartridges are usually first to dry up in times like these their nature of being popular can also bring em back faster too. First the 9mm was dried up, then the .45 acp , now the .40. Past experience tells me the come back will be the same order. That is unless you think the manufactures are putting the same effort into less popular cartridges.
