Seriously, though, although there's enough potential no-no's going on from both a police protocol side (shooting inside the city limits and not reporting?) to the DOW side (not reporting the incident to DOW?) to make this a very bad result for the people involved.

Until more information comes out I will give the benefit of the doubt to the officers involved. Here it is not uncommon for LEO's to put down an injured deer and they normally maintain a list of those who would take the meat so it doesn't go to waste. Shouldn't be too hard to tell if it was injured or not.
