Which .38/357 magnum...
round expands to the widest diameter?

In theory could be similar but .357 will provide more energy/velocity to expand the bullet so .357 will have a significant edge in the real world. Check out www.brassfetcher.com and look around. I assume you know they are the same caliber.

It's far more important where the expansion takes place than it is how much it expands.....
