Need help - have a mosin M38, none of the serial numbers match, doesn't have a cleaning rod or barrel bands. Parts are from Tula and Izhevsk

It is affectionately called a "basket case" or a "bag gun", a gun assembled from spare parts. Shoot it, enjoy it.

[It] doesn't have... barrel bands.
How is the handguard attached, or is that missing too?

I am also wondering the same as carguychris. does it have a handguard or is that missing too? I agree with the assertion that it is a parts gun. very little collectors value. it's a shooter, not a cabinet queen.
