Puerto Rico

I was recently asked to do some work in Puerto Rico. I looked into it a few years ago and it was almost impossible for a non-resident to carry there.

Has anything changed in the last few years?

Well one thing changed: the PR Supreme Court told the police to go to a shall-issue system for PR residents, based on the 2nd Amendment.

Now, that hasn't immediately translated to reciprocity that I know of. HOWEVER, based on that decision, if it was me I'd check to see what the issuance standards are under the new system - hours of training involved mainly - and if my state's permit requirements were similar...well, I honestly think they'd have a hard time convicting if you packed on another permit.

Huh. Sounds about right...basically, they're being dragged into the RKBA kicking and screaming.

Come to think of it, did they ever release the text of that decision?

Don, try posting the question on this forum. One of the members there, RNCruz, is a lawyer who lives and practices in Puerto Rico, and I know he is familiar with the gun laws there because he handles some gun cases there.

I'll pose the question at bayprofs, just waiting for admin to approve registration. Thanks for the link.

I found this on a site that generally addresses carry permit laws, and I was initially excited when I saw that they went to "shall issue", but when you read further, this pdf just seems to address ownership laws, not carry laws.

I doubt they'll get reciprocity with Florida. That would make it too easy.
