The kit would have to be sent to an FFL if included is a lower. As the lower is the part of it that is the actual firearm.

The lower receiver is "the firearm" because it has the serial number as required by Federal law.

Firearms, including stripped lower receivers, are sold through Federal Firearms Licensed gun dealers and require a background check.

Everything including the lower parts kit, but not including the lower receiver (actual firearm) itself that the parts kit goes together in.

There's a tax on buying a complete AR rifle assembled so to get around it people buy the parts and put them together. You could also get a complete upper half and lower seperate and evade it that way too.

If your interested look for a "cosmetically blemished" lower receiver if you don't care about how it looks. Sometimes the paint is scratched or the finish didn't quite take in a spot, etc... I got one from Bravo Company and couldn't even find where the blemish was (inside trigger guard, lol).

When people say the stripped lower receiver is the actual firearm IMO that can be a little confusing. It is the part that houses the trigger group and is the serial numbered part that is regulated by ATF. I would consider the barreled upper assembly the actual firearm IMO. One would think that it would be easier for an individual to replicate the lower than the riffled upper. A couple years ago there was a internet rumor that there was a airsoft AR-15 lower that would work on the real thing......don't know how true that was.

A kit minus a lower receiver can be shipped direct to your door.

If a lower receiver is included, then it must go to your dealer.
