I have a 357 Taurus Tracker 7 shot . Is there anyway I can put a rail on it for
a scope, light or a laser ?

Welcome to the forum. You can have the topstrap tapped for a rail. This doesn't qualify for an NFA Registry item (the section you posted this to) but it will work.
