Why not delete and block?

I see some Chinese put an advertisement for shoes in the rifle forum. Then it was locked. Why not just delete the post and block that sender, obviously some kind of scammer? He is still getting free air time on your forum, even though he is locked. Hmmm?

Yea, it is gone now. Silently, but swiftly the iron fist of the moderator reaches out of the darkeness and crushes the offending matter! Then withdraws without even a whisper waiting for the next victim to appear on the glowing screen, in the dark room, yadda yadda .....
