Winchester Model 24

I recently purchased a Winchester Model 24 that had a severe barrel dent but since I intended to use it for Cowboy Action Shooting, I had the barrel cut down to 20". My problem is the safety automatically is turned "On" when the lever is turned to open the action. There also seems to be a spring retention which does not allow the action to open up completely unless some pressure is used to. Can both of these problems be corrected to allow me to use this shotgun in Cowboy Action Shooting competitions?
