In the scenario you describe above, it does sound reasonable and safe to me. I also agree that anyone with poor eyesight and any comon sense would not go pheasant hunting. But if a state allows people with affected eyesight to buy hunting licenses, then a hunter could involve himself in a type of hunting that requires fair vision.
When I buy a hunting license and all the tags and stamps, I can hunting anything legal here. I could hunt deer today and quail tomorrow. What is to keep a poor sighted person, other than common sense, with a hunting license, to hunt something they shouldn't? You also mention 20/200 as the legal definition for blindness. What is the maximum definition for blindness? Can a person that is one hundred percent sightless buy a hunting license? If that person can, then they are legally allowed to pheasant hunt. Only their common sense would prevent it. |

I really doubt that poor eyesight means poor common sense or an absence of ethics. I do think you're "huntin' boogers", worrying about highly improbable actions. Too much "woulda, coulda, shoulda" about things that I think won't happen.

Blind hunters; this is the most ridiculous thing that I have heard. If I were blind, I would miss hunting desperately, but I would find other things to do.
