Urban choke

I've seen these 32" barrel extensions that screw into the choke threads. Can anyone tell me what the heck they are for?

Metro extension. For low noise when used with sub sonic ammo. Meant for removing nuisance critters without bothering or alarming nearby civilians.

Pretty quiet, but still obviously a gunshot. It's not a silencer nor a suppressor.
