SBR SP89

Can anybody give me info on how to turn an SP89 to an SBR legally? I want to put a folding stock and a k grip on it. Will this process be the same as applying for a Class 3 firearm and costing as much?

You need to pick up a Form 4 packet from your local Class III dealer. He will be able to answer all of your questions.
