20 ga #4 Buckshot Loads 2&3/4"

I have and use the "Lyman 5th Edition Shotshell Reloading Handbook" and think it is a great book for shotshell reloaders. I am getting ready to load up some 20 ga 2&3/4" #4 buckshot loads using the data from the Lyman Handbook. All of their data for the 20 ga loads in this hull length use a wad that has had the petals removed. Am I correct in assuming that they do this to increase the volume inside the hull for the buckshot or is there another reason they do this? Thanks for your input.
