Crappy PMC Primers

A couple months ago, I bought 1000 PMC primers, these are made in Russia. I have used Wolf primers before with good results. I have loaded 300 S&W 40 rounds, 18 of the 300 rounds did not fire the first time, then 15 of the 18 fired the second time, and I have 3 rounds that would not fire. I had one round, once at the range, and opened the box, the primer was missing:barf:. I loaded these with once fired win & fed brass. Any ideas????

The first 2 rounds are ones that would not fire, the 3rd round is the one the primer fell out
